How does eligibility rule decide which Benefit Program employee is eligible for? In Benefit Program setup Eligibility rule is tagged to plan type level rather than benefit Pogram level.

Speaking of higher level, for global access, the plans can be dynamic as per Benefit Programs which will be set once. While Plan type can have various variants - indicating dynamic cluster of variables.
