How to make BenAdmin insert new health enrollment row when no coverage change has occurred during Open Enrollment

As delivered, BenAdmin will not insert a new health enrollment row during open enrollment if the coverage election is the same.  Has anyone come up with a way to force BenAdmin to insert a new enrollment row in the health_benefit table during OE even when coverage has not changed?
